Speaking on the Wayne Rooney Show, via BBC, the former Ballon d’Or winner argued that his old club Liverpool remain the strongest team in the division when performing at their peak.
“Personally I think they’re the best team in the Premier League,” Owen said.
“People will laugh like, ‘where are they, sixth in the league?’ They trounced the league last season, they’re just not playing well.”
Owen argued that if every team played at their absolute best level, Liverpool would still come out on top.
“If you get the best performance out of every team in the Premier League and say, ‘right, go on. Your best against your best’, I think Liverpool are the best team.”
Arsenal Tipped to Win the League — But Not the Best?
Despite backing Liverpool’s quality, Owen admitted Arsenal look well positioned to win the Premier League this season.
However, he insisted their level does not match Liverpool’s title-winning team from last season.
“Arsenal I think will go on to win the league,” Owen added.
“But you can’t tell me they’re as good as, or even close to Liverpool last season.”
Owen even suggested that, at their peak, Arsenal might rank only as the third-best side behind Liverpool and Manchester City.
The comments come during a frustrating campaign for Liverpool.
Arsenal currently sit comfortably at the top of the Premier League table with a strong points tally and impressive goal difference. Meanwhile, Liverpool remain outside the title race after a season marked by inconsistent performances.
Manager Arne Slot guided the Reds to the Premier League title last season, but this campaign has been far more difficult despite major summer signings.
Players like Alexander Isak, Hugo Ekitike and Florian Wirtz were expected to strengthen the team, yet Liverpool have struggled to produce consistent performances.
Owen admitted the situation has been frustrating but believes the squad still has the quality to bounce back.
“It’s massively frustrating,” he said.
“It’s hard to believe that they’re worse now… I just think it’s a matter of time.”
Rooney Praises Arsenal’s Consistency
Wayne Rooney offered a more balanced view during the discussion.
The former England captain praised Arsenal’s reliability across the season and suggested consistency often determines the title winner.
“For me it’s different,” Rooney explained.
“I think Arsenal are the most consistent team.”
Rooney also pointed to concerns around Liverpool’s form, including fluctuations from key players like Virgil van Dijk and Mohamed Salah.
