Arsenal receive a £500,000 fine from the FA after breaching FA Cup ticketing rules by cutting Manchester United’s allocation.
Arsenal has received a £500,000 fine by the FA for breaking FA Cup ticketing rules in their January 2025 match against Manchester United, according to The Sun. The punishment follows Arsenal’s controversial decision to cut United’s away ticket allocation by 1,000 seats, citing safety concerns at the Emirates Stadium.
Under FA Cup regulations, visiting clubs must receive up to 15% of total stadium capacity. For Arsenal’s 60,000-seater Emirates, this equates to around 9,000 tickets. However, Manchester United were only offered 8,000, sparking protests from the club and its supporters.
Arsenal defended the reduction, referencing advice from the Safety Advisory Group, which includes local council officials and emergency services. The club argued that persistent standing in upper tiers posed safety risks, justifying the smaller allocation.
Manchester United appealed multiple times, even proposing to allocate the remaining tickets to families, emergency workers, and grassroots football groups, but Arsenal stood firm. The 1,000 disputed seats ultimately remained empty during the match.
FA’s Verdict and Fine
Following an investigation, the FA’s Professional Game Board found Arsenal in breach of Rule 192, linked to ticketing compliance under Rule 191. As a result, the Gunners received a fine of £500,000.
The sanction will only be enforced if Arsenal repeat the offence or fail to meet ticketing obligations in future FA Cup rounds, particularly in the 2025–26 season. The FA stressed that the measure aims to encourage full compliance rather than serve as an immediate punishment.
Similar issues had surfaced previously, with other top clubs like Liverpool also facing scrutiny over reduced away allocations due to safety reasons.

Match Result and Broader Impact
Despite the off-field drama, Manchester United won the tie on penalties after a 1–1 draw in extra time. Joshua Zirkzee’s decisive spot-kick sealed United’s place in the next round.
The case has reignited debate about stadium safety standards, fan experience, and the balance between club discretion and FA regulation. While Arsenal maintain that their decision was based on safety, the FA’s action sends a clear message about transparency and fairness in football governance.
